Project Brief

This project aims to help two Sub-national Transport bodies (STBs), Transport East and England’s Economic Heartland, assess and support the progress of the rollout of electric vehicle infrastructure (EVI) by the Local Transport Authorities in the two regions.

Transport East covers Essex, Norfolk, Suffolk, Southend-on-Sea and Thurrock, while England’s Economic Heartland spans an area encompassing Swindon, Oxford, Watford, Luton, Milton Keynes, Northampton, Cambridge, Kettering and Peterborough. Together, the two STBs cover 17 local transport authorities.

Objectives

The work evaluates the EV strategies, action plans and status of their EV uptake and EVI rollout of the 17 local transport authorities. The evaluation considers battery electric vehicles (BEVs) and plug-in hybrid electric vehicles (PHEVs), focusing on cars and vans excluding heavy vehicles and council fleets.

Deliverables

To evaluate the local transport authorities’ status and progress, a semi-quantitative analysis of current policy, strategy, ambitions and deployment of the local transport authorities was conducted in comparison with their positions as assessed in early 2023. Regional workshops were then performed to gather insights from the local transport authorities on their needs for support. These activities contributed to the delivery of a package of support and action plans tailored to each local transport authority.
